As origens da diplomacia: investigando o significado do "internacional" na pré-história

Resumo

Existe hoje consenso de que o modelo clássico vestfaliano de Estados soberanos apresenta severas limitações. A busca de um mito fundador para as RI implica recuar muito antes do marco de Vestfália (1648). Sugere-se que o momento fundacional das relações internacionais teria ocorrido no "primeiro encontro" entre bandos diferentes de Homo sapiens no Paleolítico, cerca de 150-100 mil anos atrás. Propõe-se estudar a dinâmica "internacional" entre grupos caçadores-coletores pré-históricos que, embora vivendo em uma era pré-estatal, desenvolveram diversos tipos de interação. Três alternativas são consideradas: não-contato ou ausência de relações por fuga ou isolamento; conflito ou relações hostis movidas por instinto de autodefesa (aparecimento do fenômeno da guerra); e cooperação ou relações amistosas, escambo e outras formas de intercâmbio, incluindo a diplomacia.
