The Low Institutional Engagement of Brazilian Antarctic Diplomacy

The study contrasts Brazilian Antarctic science and diplomacy, focusing on Itamaraty’s
Antarctic Treaty System involvement. The Institutional Engagement Model evaluates MRE’s
Antarctic organizational and normative attitudes. This model combines Allison and Zelikow’s
(1999) organizational process analysis with the institutionalization of ideas and values
through diplomatic agent selection, training, and advancement and the standardization of
applicable standard operating procedures and standards. Under this paradigm, Brazilian
Antarctic diplomacy is hampered by frequent turnover, insufficient specialization, limited
resources, and a utilitarian approach to science, according to the paper.
