This article critically analyzes how the concept of a failed city can support the operationalization of global governmentality within cities, through the consolidation of epistemic frameworks that understand cities as a space for intervention by international agents. Therefore, the article investigates how the notions of fragility and failure, when applied to analyze cities, end up supporting international practices that seek to shape the behavior of cities and their populations. For that, the concepts of “failure” and “fragility” are problematized and subject to reinterpretations, so that the relationships between the production of knowledge and the
exercise of power can be visualized. To carry out this analysis, the article is divided into two sections. The first presents the notion of global governmentality and its importance for the understanding of international politics. The second section, in turn, analyzes the rise of the conceptualization of failed cities in international security, observing how this concept can enable cities to become spaces of interference by global governmentality, through government as the conduct of conduct.
